For Muslims, additional rules for cosmetics are mandated by a unique source, the Quran, which implies further safety considerations related to the specific care of one's body. European Updates The European Union (EU) Commission has not issued any changes to the Annexes of the Cosmetic Directive since September 2003 and lags in publishing many changes that have been approved. Adaptation to Technical Progress (opinions put through the EU and Ad Hoc committee review process) will be further delayed because they must be published in all EU languages. As of May 2004, the EU expanded from 15 to 25 countries, complicating the translation list.

FDA and SDA Address Triclosan Concern
The FDA updated its Web site on Apr. 8, 2010, with its most recent information on triclosan. According to the FDA, triclosan provides a benefit to a number of personal care products, and it does not have sufficient safety evidence to recommend changing consumer use of products that contain triclosan. However, the FDA also did not have evidence that triclosan provided any additional benefit when added to antibacterial soaps and body washes.

The use of silicones in personal care products continues to expand because of the unique performance attributes they provide and their well-established record of safety. As a result, progressively larger volumes of silicones are being released to the environment, and interest in their life cycle has increased. The present article summarizes relevant fundamental chemical and physical properties of silicones and how these relate to material performance, safety and environmental fate.
