Per Senate Bill 4389-B, of the State of New York, on Dec. 31, 2023, usage limits for 1,4-dioxane will be decreased to 1 ppm for all rinse-off cosmetics as well as household cleaning products.

The new regulation aims to prevent additional 1,4-dioxane from entering the public water supply. This is because, according to Colonial Chemicals, 1,4-dioxane has been identified as a potential carcinogen, and it is produced as a by-product of ethoxylated surfactants used in shampoos, body washes, and common household cleaners and detergents.
