The Personal Care Products Council (PCPC) announced that Halyna Breslawec, PhD, has been named chief scientist, replacing John Bailey, PhD, who will officially retire on July 29, 2011, after nine years of service. Breslawec will oversee the PCPC's scientific programs, technical committees and publications and will serve as the industry’s scientific liaison for domestic and international organizations.
Breslawec worked with the US Food and Drug Administration (FDA) for more than 14 years in various leadership roles, directing the review and approval of medical devices. She also assessed clinical trials as well as the organization of operational units at the Center for Devices and Radiological Health. Further, she developed a program to implement the FDA's human subject protection regulations for the clinical and academic communities.
Breslawec is currently the deputy director for the Cosmetic Ingredient Review (CIR) panel and is responsible for planning and executing CIR activities while serving as liaison between the expert panel and the CIR professional staff. Prior to joining CIR, she worked as a consultant where she was a recognized expert in FDA regulation. Her background includes a doctorate in pharmacognosy and undergraduate work in biochemistry from the University of Minnesota.
