The Federal budget for research and development proposed for the fiscal year 2003 is $112 billion. About $59 billion is for defense-related R&D, and about $53 billion is non-defense related. This represents more than 5% of the total $2.13 trillion federal budget. After the Department of Defense, Health and Human Services will get about $28 billion, most of it going to the National Institutes of Health. NASA is budgeted for about $11 billion, followed by the National Science Foundation at $3.5 billion and the Department of Agriculture at about $2 billion. The rest of the budget is split among the remaining agencies. The proposed budget is in the hands of the Congress.
