Since my last column on Europe, the European Union (EU) Commission issued two new Adaptations to Technical Progress (ATP) and the EU’s Scientific Committee on Consumer Products (SCCP) issued several opinions. There was some good news and some bad news.
Adaptations to Technical Progress Preservatives and ultraviolet fi lters: The EU made two changes to the list of permitted preservatives (Annex VI). The fi rst allows benzethonium chloride up to 0.1% for leave-on products. Now this quat is allowed to be used for both leave-on and rinse-off applications. However, it is not permitted in oral care products. The second approval allows methylisothiazolinone up to 100 ppm for all applications. As this recently was added to the Japanese permitted list for all applications, we now have another universal preservative to use.
