CIR Reviews Safety for 17 Ingredients

At the Cosmetic Ingredient Review (CIR) Expert Panel's 101st meeting, a total of 17 separate ingredient reports were considered. One new final report was issued by the panel for hyaluronic acid, potassium hyaluronate and sodium hyaluronate. The panel found the ingredients safe in the practices of use and concentration as described in the safety assessment.

Insufficient Data Announcements were also issued for the Piper methysticum (kava kave) extract group, the thioglycolate group and the Zea mays (corn) group. Data needs were requested for thioglycolate esters as well as for all Zea mays ingredients, except the oil and starch ingredients.

The panel determined to not re-open the safety assessment for butyl myristate, the Cocos nucifera (coconut) oil group, diazolidinyl urea, disperse Black 9, the hydroxyethylcellulose group, petroleum distillates, the resorcinol group, shellac and tall oil acid. The safety assessment of 1-naphthol will also not be re-opened, pending confirmation of use data.

The panel supported revisions in the CIR procedures to address adding additional ingredients to safety assessments being re-reviewed; however, the panel would not be willing to do so without a formal procedure.

The safety assessment of benzoic acid, sodium benzoate and benzyl alcohol were briefly re-opened after new industry data was provided. The panel, however, allowed the current decision, stating that there is insufficient data to support the safety of these ingredients in cosmetic products likely to be inhaled, to stand.

Finally, the panel considered new data for the Calendula officinalis extract group. It agreed to re-open this safety assessment, noting that some additional data would be needed to reach a new conclusion.
