Petrolatum (Snow White Petrolatum, USP/Penreco) 4.00
Ethylhexyl isononanoa (Stepan Octyl Isononanoate) 3.00

Dimethicone (Dow Corning 200 Fluid, 350 cps, Dow Corning) 1.00

Citric acid, 50% solution qs
Sodium hydroxide, 50% solution qs

Procedure: In main vessel, combine A and begin mixing. Heat to 75-80° C. In a separate vessel, prepare oil phase by combining B. Heat to 75-80° C with continuous mixing. Add B to A with high agitation. Emulsify for 25 to 30 minutes while maintaining temperature. Cool to 38-45° C. Add C to batch. Adjust pH to 4.0-4.5 with D, if necessary.
