Citric Acid qs to pH 4.0-5.0

Procedure: For A, disperse hydroxyethylcellulose in water, then add PEG/PPG-20/6 dimethicone. Mix  B, then add it to A. Adjust the pH to approx. 8.5 with NaOH 10% (of C) to obtain a clear gel. Then adjust the pH to approx. 4.0-5.0 with citric acid (also of C). Add  D under stirring. Add  E and mix to obtain a homogeneous gel.
